The "beater bar" as I call it mounts via 2 L-shaped brackets to the back wall of the sifter cabinet. It is attached roughly halfway down the length of the drum (obviously, it created the notches you described over time due to wear). It should be roughly horizontal or maybe a slight downward angle as it comes out from the wall. It is installed UNDER the drum and the spring pulls it up to hold it in contact with the drum. If you look closely, you should be able to find a couple of screw holes where the brackets mounted to the wall of the cabinet.

Subject: [Gristmillers] meadows meal sifter
OK guys,
I just picked up a Meadows drum style meal sifter and need a
little help.
I believe it was made in 1968, ‘cause the serial
number ends in “-68” and the second one I picked up for parts is
obviously newer and is tagged”-77”.
So, I checked the Meadows website without much help, and I’m
not patient enough to wait until Monday, so I wonder if anyone can help.
The basic function I understand, however, there is one part
I cannot figure out how to put back on. On one end of the drum, each horizontal
runner
In the drum has a short piece of wood on the outside of the
screen with a notch cut in it. Laying inside is a wooden piece of wood
with a metal frame and a spring, as well as a bolt going through one end.
This obviously rides inside the notches to give it a whack as it’s going
around to assist in the screening process.
But I’ll be dogged if I can figure out where this
thing was mounted inside the box.
Can anyone help so I don’t have to look at this thing
all weekend without getting to work on it?
Thanks
If you want to try to ‘splain it to me over the phone,
email me and I’ll shoot you my phone #.
