I use a cross peen hammer with a carbide tip.  It works well.  The peen
is approximately 3" long.  A good rock mason's hammer should work also.

I have sharpened several mill stones using a welding chipping hammer and
they work fine.  The bought stone dressers that I have look like meat
tenderizers.

the meadows is just an air chisel with the end ground right. You can get
those from Harbor freight for around $20. Regrind a couple of weld
chipping hammers for manual use...
